[Troubleshooting] Okay Reddit, everything is put together. But now I can't start Windows.

When I start up, Windows doesn't boot. When I go to Startup Repair, it cannot be repaired. I've read that I need to reinstall Windows 7. I have no optical drive for this PC, so I want to boot the Windows 7 install from a USB flash drive.
List anything you've done in attempt to diagnose or fix the problem.
I thought I could simply upgrade to Windows 10. So I took the .iso for Windows 10 from a free download from Microsoft. I did this from my Macbook Pro using terminal. The PC still refused to boot with the flash drive. But now, the flash drive is called J_CCSA_X64FRE_EN-US_DV5 and I cannot format it in Disk Utility. I really just want to get this USB drive wiped so I can start over and try to get the Windows 7 install .iso on it. Why didn't I just get Windows 7 instead of trying to do Windows 10? Well I entered in my product code and Microsoft said it was preinstalled by the manufacturer (Dell). So at that point, I just thought it would be easier to download Windows 10.
